Horizon and GC Patch

Patch for Grounded Commonwealth and Horizon V1.9.3 ( should be good for a while with consecutive versions)

This patches NPCs, notes, quests, and that's mostly it. Basic stuff.
If NPC perks change this mod could be obsolete or at least not 100% accurate.
